Heather Litzebauer
Heather I. Litzebauer joined the firm in 2005. Heather provides comprehensive financial advisory, underwriting, and consulting services to a variety of counties, municipalities, school districts, and authorities. In addition, she works closely with authority clients, structuring pooled bond financings, renewable and sustainable energy financings, revenue bond financings, rating agency strategies and presentations, and budget management/consulting services.
Ms. Litzebauer has provided various cash flow and capital planning analyses for rate-based utilities, as well as tax impact analyses for numerous municipalities and school districts.
Ms. Litzebauer is an integral member of the NW team advising clients in understanding the Department of Treasury’s evolving American Rescue Plan Act (ARPA) program guidelines, developing a strategy for effective use of the funds, implementing a system of eligibility review, and providing quarterly or annual reporting guidance.
Ms. Litzebauer was named one of municipal finance’s “Rising Stars” by the Bond Buyer in 2022.
