Julie Needham joined NW Financial in February 2020. As a licensed Municipal Securities Principal and a licensed Municipal Advisor Principal, Ms. Needham serves as a managing director for the firm and provides various financial services for clients.
Prior to joining NW Financial, Ms. Needham was Managing Director at Powell Capital Markets, a firm wholly dedicated to public finance in New Jersey. During her 17 years there, Ms. Needham participated in financial advisory transactions totaling over $6.8 billion, and participated in senior- and sole-managed underwritings totaling over $1.6 billion.
Ms. Needham acts as the financial advisor to a number of the firm’s clients, including the City of Elizabeth, the Township of Irvington, and the Township of Logan. Ms. Needham also serves as financial advisor to the Joint Meeting of Essex and Union Counties, both for its regular capital borrowings and for its flood mitigation resilience project. The Joint Meeting is a regional sewerage authority and funds its capital needs through its member municipalities. Each financing entails coordinating simultaneous borrowings of up to 12 municipalities.
In 2020 and 2021, Ms. Needham played a major role in the NW Financial team advising the County of Passaic on its $39.8 million municipal reimbursement program for Coronavirus Aid, Relief, and Economic Security Act (“CARES”) funding. Together with other team members, Ms. Needham created the municipal reimbursement application, developed the application process, implemented the application review, maintained a detailed tracking system, and implemented an eligibility determination process. Ms. Needham provided day-to-day project management, interfacing regularly with the County and its constituent municipalities.
In March 2021, the federal government passed the American Rescue Plan Act, which includes funding for local governments to respond to the public health emergency and its negative economic impact. Together with other team members, Ms. Needham is advising clients including the City of Clifton, the City of Passaic, the City of Paterson and the Borough of Pompton Lakes in understanding the Department of Treasury’s evolving program guidelines, developing a strategy for an effective use of the funds, and implementing a system of eligibility review.
Since 2002, Ms. Needham has served as Coordinator for Christine’s Kitchen, a soup kitchen hosted by a consortium of more than twenty churches, synagogues, youth groups and social groups in Essex County. Christine’s Kitchen serves approximately 200 lunches each week.
