Julie K. Needham joined NW Financial in February 2020. As a licensed Municipal Securities Principal and a licensed Municipal Advisor Principal, Ms. Needham serves as a managing director for the firm and provides various financial services for clients.
Prior to joining NW, Ms. Needham was Managing Director at Powell Capital Markets, Inc., a firm wholly dedicated to public finance in New Jersey. During her 17 years there, Ms. Needham participated in financial advisory transactions totaling over $6.8 billion, and participated in senior- and sole-managed underwritings totaling over $1.6 billion.
One notable set of transactions included serving as financial advisor to the Joint Meeting of Essex and Union Counties for its most recent three capital borrowings. The Joint Meeting is a regional sewerage authority and funds its capital needs through its member municipalities. Therefore, each borrowing entails enlisting and coordinating simultaneous borrowings of up to 12 municipalities.
Another notable transaction was the sole-managed $52.3 million issue of Certificates of Participation for the Morris-Union Jointure Commission. The Commission provides educational services to children with autism, and the purpose of the borrowing was to fund a new school. In order to access the market, the Commission needed to demonstrate that there would be sufficient demand to generate future revenue for the repayment of the Certificates. However, the Commission was precluded by law from maintaining a waiting list, the traditional measure of demand. Ms. Needham developed a custom analysis to substantiate the projected incidence of autism and demand for the school’s service within the relevant cachement area. Based on that analysis, the Commission was able to obtain bond insurance and an investment-grade rating. The Certificates were issued, the school was built, and the Commission is currently providing specialized education services to 30 school districts.
Prior to her tenure at Powell Capital Markets, Ms. Needham developed and analyzed investment opportunities for hedge funds in the Leveraged Capital Services group at First Boston Corporation, with a focus on interest rate swaps, swaptions, foreign exchange forwards, and foreign exchange options. Ms. Needham also worked as a marketer at Credit Suisse Financial Products and as an analyst in the Municipal Derivative Products Department at Merrill Lynch.
Since 2002, Ms. Needham has served as Coordinator for Christine’s Kitchen, a soup kitchen hosted by a consortium of more than twenty churches, synagogues, youth groups and social groups in Essex County. Christine’s Kitchen serves a hot lunch to approximately 100 people each week.
