Before joining the firm, Mr. Bacher was a founding partner and Managing Director at Acacia Financial Group and Managing Director at Public Financial Management. Mr. Bacher has over 20 years experience as a financial advisor and 10 years in municipal and authority government management.
Mr. Bacher has provided financial advisory services to New Jersey, Pennsylvania and Delaware State and local governments including state agencies and authorities, regional and local governments. Mr. Bacher’s practice has focused on providing services to counties, county authorities, municipalities, school districts, fire districts, and regional authorities (improvement, solid waste, water, and waste water. Services provided include capital debt planning, structuring and issuance; renewable and sustainable energy project financing, redevelopment project impact analysis and consulting, credit and rating agency strategies; budget and management consulting; user rate strategies; tax analysis and strategies; shared services and pooled multi-government financings and privatization analysis.
Mr. Bacher has served in several government management positions including Executive Director of a New Jersey County Improvement Authority, Business Administrator of a New Jersey Regional Sewerage Authority, and as an Assistant Township Administrator of an AAA rated New Jersey municipality. Mr. Bacher has provided expert testimony regarding fee and rate modeling before the State Board of Public Utilities for solid waste and water facilities. In 1990, Mr. Bacher was appointed by the Governor of New Jersey to serve on the State Emergency Solid Waste Task Force.
Mr. Bacher is active in professional organizations in both New Jersey and Pennsylvania and is the Past President of both the New Jersey Improvement Authority Association and the Business Associates of the New Jersey Association of School Business Administrators. He currently serves on committees of various associations.
