For the first time Public Housing Authorities (PHAs) are authorized to borrow funds for capital improvements and use annual capital funding received from HUD to pay the debt service on the financing.

The program enables PHAs to accelerate the development, modernization and repair of public housing units by pledging a portion of current and future capital fund allocation as collateral for borrowing.

Tasks for project completion include:

• Work with PHAs to develop Plan of Finance
• Participate in negotiations with HUD
• Develop credit package materials including project description and projections
• Advise PHAs on structure, timing and marketing
• Coordinate parties to ensure timely and successful financing
• Negotiate with credit enhancers and investors
• Participate in review of legal documents
• Market and sell bonds
• Prepare Management Assessments as required by HUD
